Government Chief Information Officer (GCIO)
Introduction
The establishment of the Government Chief Information Officer (GCIO) and the GCIO Office within MAMPU reflects the Government’s commitment to ensuring that all ICT development activities in the Public Sector are well-coordinated and integrated. The Government Chief Information Officer (GCIO) and the Chief Information Officers (CIOs) at the agency level serve as key leaders in planning, implementing, and monitoring ICT-based Government programs that facilitate better interaction between the public and Government agencies. CIOs also act as agents of transformation through continuous innovation, creativity, and reform initiatives at the ministry/agency level. The GCIO is officially appointed by the Chief Secretary to the Government (KSN). The GCIO Office is housed within the Malaysian Administrative Modernization and Management Planning Unit (MAMPU).
Background
In efforts to enhance the effectiveness of service delivery systems, especially those based on ICT, the Government needs a Strategic ICT Architect to develop a framework for planning all ICT initiatives at both the ministry and agency levels. This initiative is crucial to ensure that all public sector agencies' efforts align with the Government’s overall direction. Therefore, the role of the Chief Information Officer (CIO) is vital in achieving the organization's vision and mission.
The decision of the Government IT and Internet Committee (JITIK) Meeting No. 1/2009 held on 18 March 2009 stated that “MAMPU will act as the Public Sector CIO Office and provide a reference framework for Public Sector CIOs.” A GCIO Handbook has also been published as a guide for Public Sector CIOs, explaining the CIO’s role, CIO governance, and brief information on Government ICT policies, information management, and ICT-related laws in the Public Sector. Additionally, a CIO directory has been made available to facilitate networking and information exchange among Public Sector CIOs.
